Minimum qualifications:

  • Bachelor's degree in a technical field, or equivalent practical experience.
  • 5 years of experience in program management.

Preferred qualifications:

  • Bachelor’s degree in a Technical or Security field.
  • 10 years of experience in managing multi-stakeholder programs and projects.
  • 7 years of experience in security management, with 5 years of experience in critical infrastructure protection, risk assessment, and actionable threat analysis.
  • Experience with intelligence services or telecom security (especially submarine cables), and familiarity with security frameworks (e.g., ISO 27001/NIST), cybersecurity threats, and security certifications (e.g., CISSP/CISM).
  • Ability to implement and develop security protocols, procedures, and training programs.
  • Ability to travel up to 20% of the time.

As a Technical Program Manager at Google, you’ll use your technical expertise to lead complex, multi-disciplinary projects from start to finish. You’ll work with stakeholders to plan requirements, identify risks, manage project schedules, and communicate clearly with cross-functional partners across the company. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers.

Google's Global Submarine Networks project is a critical initiative focused on expanding and enhancing the global Submarine Cable network infrastructure. This project ensures faster, more reliable, and more resilient connectivity for Google services worldwide. To execute this, specialized staffing is required in key areas like submarine cable systems, Network Operations Management, Security Operations (Ops), and Data/Quality Assurance.

In this role, you will be supporting security and intelligence operations to protect Google's global submarine network and infrastructure. You will require a unique blend of security skills and program management skills. You will manage programs for physical security, personnel security, cybersecurity, risk assessments, threat analysis, and crisis/incident management. You will be proactive with threat mitigation and response by developing security programs and implementing tailored solutions. You will serve as the regional representative, supporting global security team activities. Effective liaison with local, regional, and international law enforcement and intelligence agencies is essential to ensure the safety and security of company assets and personnel.

Responsibilities

  • Lead the development and execution of comprehensive security programs (e.g., physical, personnel, cyber, and intelligence) for cable landing stations. Define program scope, budget, and deliverables in line with global policy.
  • Oversee all physical security measures. Implement, monitor, and maintain security technologies (e.g., access control and surveillance). Manage security personnel (e.g., contract guards/local teams).
  • Conduct risk assessments and threat analyses. Manage the vulnerability life cycle from identification to remediation. Develop and enforce procedures to mitigate identified threats.
  • Lead security investigations and incident response. Support the ISO 27001 ISMS development and track program performance for continuous improvement.
  • Serve as the primary liaison with law enforcement and intelligence agencies. Communicate threats to stakeholders and deliver security awareness training.
