Technical Program Manager, Payments Risk Management

Minimum qualifications:

  • Bachelor's degree in a technical field, or equivalent practical experience.
  • 5 years of experience in technical program management.
  • Experience in software development lifecycle, product development processes, and project management methodologies.
  • Experience managing and delivering cross-functional technical programs from initiation through launch.
  • Experience working in fraud and risk management solutions, in the fintech or payments industry.

Preferred qualifications:

  • 10 years of experience as a technical program manager.
  • Experience contributing to engineering design discussions and trade-off decisions.
  • Experience in applying AI/ML tools and methodologies to enhance program management practices (e.g., automating reporting, risk analysis, process optimization).
  • Experience collaborating effectively with distributed engineering, product management, UX, research, legal, compliance, and business development teams.
  • Understanding of the India digital payments ecosystem, including Unified Payments Interface (UPI), regulatory landscape (RBI, NPCI), and key market players.

As a Technical Program Manager at Google, you’ll use your technical expertise to lead complex, multi-disciplinary projects from start to finish. You’ll work with stakeholders to plan requirements, identify risks, manage project schedules, and communicate clearly with cross-functional partners across the company. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers.

The Payments Platform team supports strategic growth for product teams, including Play, YouTube, Cloud, Ads and Google Pay India by building a risk engine. The ability to properly manage payments risk in an ever evolving environment through innovation is a strategic differentiator and enabler of Google’s business growth.

Our team is responsible for building and refining risk management solutions to protect all of Google businesses from fraud and abuse. We achieve this by systematic and consistent investment in a scalable risk platform supporting customizable risk controls while leveraging Google's unparalleled technology AI/ML, data, tools, and infrastructure. We use risk platform capabilities to balance loss reduction with great user experience for Google businesses and to enable sustainable growth in Google's product offerings.

Whether it is paying online with Autofill, using tap and pay in stores, or using the Google Pay app, the Payments team at Google is focused on making payments simple, seamless, and secure. In addition to consumer payment technologies, the Payments team also powers the money movement between Google and its consumers and businesses.

Responsibilities

  • Define, plan, and drive the execution of large engineering programs, guiding projects from initial concept through design, build, test, and global launch critical to payment risk strategic goals such Google Pay India risk management, reviewer tools and agentic infrastructure.
  • Identify critical dependencies and risks across engineering teams, product teams and other cross-functional partners, developing and communicating mitigation strategies to maintain delivery predictability.
  • Be the central communication hub, orchestrating efforts and ensuring consistent understanding between cross-functional teams like product management, engineering, UX and various product stakeholder teams.
  • Build and maintain strong relationships with partner teams, identifying opportunities for growth and strategic alignment.
  • Exercise strong technical judgment to understand engineering issues, contribute to design discussions, evaluate trade-offs, and guide technical decisions.
